I'm guessing a rain chain. Another blogger had something similar and that's what she called hers.

At first glance I had no idea but then I thought along the same lines as roentare and Ann, although I can't say I'm quite clear about the "why"...

I think it's what is called a rain chain, where the water runs down it from the roof. I'd like one if I had a good place for it!

It's a rain chain, we have a lot of them here, helps to move water from the roof to a drain. Looks like it must have been raining when you took the picture! A very fun post :)
