I took have never seen one, but I have seen other things, they are decals for cars, vinyl clings, like the kind for windows.

I'e never seen that either. It must mean something that we are not aware of. I just went and looked it up. The blue rose symbolizes mystery and the longing for the impossible. Another is that it brings together two lovers who have been separated.
